Small Vessel Reporting System being replaced by new CBP ROAM App

The U.S. Customs and Border Protection (CBP) Small Vessel Reporting System (SVRS) is is no longer in service, leaving boaters to turn to the new Reporting Offsite Arrival-Mobile (ROAM) app.

While float plans will no longer be accepted, existing SVRS numbers are still valid. They can be entered into the ROAM app for expedited processing. Right now, the ROAM app is only available in 15 U.S. states and the territories of Puerto Rico and the Virgin Islands. Boaters outside of locations where the ROAM app is currently available may continue to report using the designated telephone reporting numbers from their port of entry. Pleasure boaters returning to the United States from a foreign port, on the other hand, are required to immediately report their arrival to the CBP through the free ROAM app.

What most separates ROAM from the SVRS it replaces is the time consumed. While SVRS required an application process or pre-registration, ROAM makes no such demands of its users, saving time and effort. It takes in the user’s biographic information, method of travel, and trip details then processes those details for CBP review. Officers of the CBP can then use the app to interview travelers before emailing clearance or instructions.

“CBP is constantly striving to innovate the entry process for travelers, whether arriving by land, sea or air,” Todd C. Owen, executive assistant commissioner for the Office of Field Operations, said. “The replacement of SVRS with the CBP ROAM app demonstrates CBP’s commitment to innovation and simplifies the arrivals reporting process for pleasure boaters entering the U.S. in remote areas.”

ROAM’s launch follows a year-long pilot program begun in August 2017. It will continue to expand as time goes on and remains free to all downloaders.
