Legislation would address vehicle-based attacks

The U.S. House of Representatives recently passed legislation that would that address the rising threat of vehicle-based attacks.

The Department of Homeland Security Vehicular Terrorism Prevention and Mitigation Act of 2025 would require the department to conduct a comprehensive assessment of both current and emerging tactics. The assessment would include the possible misuse of autonomous vehicles, rideshare platforms, and connected vehicle technologies.

“The horrific ISIS-inspired terrorist attack in New Orleans is a tragic reminder that vehicles continue to be weaponized as instruments of terror,” U.S. Rep. Carlos Gimenez (R-FL), who introduced the bill, said. “DHS must move swiftly to address the growing spread of vehicular threats and provide Congress and the American people with a clear assessment of emerging risks and needed countermeasures. I am proud to see this legislation advance as we continue to mourn and remember the 14 innocent lives lost on New Year’s Day.”

The bill passed with strong bipartisan support.

“As terrorist groups and radicalized lone wolves increasingly weaponize vehicles to carry out acts of terror across the globe and at home, the Department of Homeland Security must take decisive steps to prevent future attacks like the one we witnessed in New Orleans on New Year’s Day,” U.S. Rep. Andrew Garbarino (R-NY) said.
