The House Permanent Select Committee on Intelligence on Monday advanced the fiscal year 2027 Intelligence Authorization Act, legislation that includes bipartisan provisions increasing oversight, including budgetary transparency for the Intelligence Community, and a strengthening of the Intelligence Community Inspector General to engage in ongoing investigations into potential misconduct in the intelligence community.
Committee Chairman Rick Crawford (R-AR) said the legislation details the Committee’s actions for the Fiscal Year 2027 Presidential budget requests for the National Intelligence Program and the Military Intelligence Program.
“This year’s IAA balances strong transparency and accountability measures while equipping the IC with the resources needed to combat the ever-evolving threats from our adversaries around the world, with a particularly strong focus on the global AI race,” Crawford said. “This Committee has a heightened responsibility to conduct rigorous oversight of the IC that the American people can trust because of the concealed nature of the IC’s work, which is conducted outside of the public sphere. We must constantly be questioning the status quo.”
Officials said the FY2027 IAA includes measures to address waste, fraud, and abuse in the IC’s classified budgets, place greater emphasis on advancing the IC’s capabilities, coordination and safety related to AI, designating a Chief Artificial Intelligence Officer for the IC, and codifying and expanding the role of NSA’s Artificial Intelligence Security Center.
The legislation will also strengthen the requirements for greater information sharing on AI threats, provide the IC’s Inspector General with authorities to carry out oversight, and improve, optimize, and continue to address U.S. counterintelligence posture to deter, detect and disrupt threats proactively from foreign intelligence services operating within the United States.
